This paper examines the convergence of data privacy regulations, cybersecurity policies, and public procurement. The recent developments in Russia, and, to a lesser extent, other CEE countries, represent a threat to established international vendors, as the regulatory needs in some cases, coupled with the overt preference for local vendors, create a very difficult environment in which to operate.

The study focuses on a description of the current situation, provides a discussion on the future outlook based on several scenarios, and offers actionable guidance on what vendors should do to overcome the challenges posed by the current regulatory push.
